Austria: 24 GW of requests, rules still open.

The new Electricity Industry Act (ElWG) promises system-beneficial storage a 20-year grid-fee exemption. What “system-beneficial” means is still open — and grid capacity is scarce.

Rules & status

ElWG passed
National Council, 11 Dec 2025, two-thirds majority (part of the “cheaper electricity act”). Many provisions phase in over time. [3]
Grid-fee exemption
System-beneficial storage: 20-year exemption from withdrawal-side network use and loss charges. “System-beneficial” is not yet precisely defined — slowing connection procedures. [1]
Scope (E-Control draft)
Up to 5 GW: large storage from 1 MW plus aggregators pooling units from 50 kW. Industry asks for grid impact rather than project type as the criterion. [2]
System charges
New system charges apply from 31 Dec 2026; the related ordinance (SNE-G-V) is due to enter into force on 1 Jan 2027. [1]
Grid bottleneck
Example Carinthia: connection requests ≈ five times the region’s peak load. Requests ≠ built projects. [1]
